How to obtain a RADAR Habilitation (SISCOMEX)?

What is RADAR Habilitation?
The SISCOMEX (Sistema de Comércio Exterior) is a computer system that register all the Import and Export procedure. This tool, besides allowing the Brazilian Government to monitor foreign trade, also facilitate import and export activities. The use of one single information channel reduce considerably the volume documents required to import or export in Brazil and remove simultaneously all the time-consuming parallel controls.
The RADAR (Registro e Rastreamento da Atuação dos Intervenientes Aduaneiros) is an authorization to operate on the SISCOMEX. This License issued by the Receita Federal allows the company that owns it to import and export goods in Brazil. It’s necessary to request it before starting any Import-Export activities in Brazil, any legal person must go in a branch of the Receita Federal to get this habilitation.

Differences between RADAR Habilitation and Import License
You need to have RADAR to be able to ask and get an Import License in Brazil. An Import License is a document containing information relative to the products meant to be imported and to the Import process in global.
An import License is valid 90 days from the date it has been issued and should imperatively be demanded before the importation. Most of the imports in Brazil doesn’t necessitate an Import permit. Generally, the importers just need to submit an Import Demand (Declaração de Importação) to the SISCO MEX for every import operation.
However, in the case of certain products it is necessary to show a Brazilian import permit in order to avoid any sanctions from the Brazilian Government that might delay the import process. It is important to note that even if not all the products necessitate an Import License, it is always necessary to get a RADAR Habilitation before starting importing any goods into Brazil.
Types of RADAR Habilitation
RADAR for Micro-Entrepreneur
Habilitation for Micro-Entrepreneur that wants to start an Import-Export activity. The regulatory limit is set to 50.000 USD per semester for imports and is UNLIMITED for exports.
RADAR Express
Habilitation for Small and Medium Companies that want to start an Import-Export activity. The regulatory limit is set to 50.000 USD per semester for imports and is UNLIMITED for exports.
Limited RADAR
Habilitation for Import-Export Beginners Companies. The regulatory limit is set to 150.000 USD per semester for imports and is UNLIMITED for exports.
Unlimited RADAR
Habilitation for Experienced Import-Export Companies. The regulatory limit is set beyond 150.000 USD per semester for imports and is UNLIMITED for exports.
Required Documentation
Regarding RADAR for Micro-Entrepreneur and Express RADAR, Novatrade would need the following corporate documents:
- Social Contract and recent modification
- RG et CPF of the lawful representative or of the person representing him/her (Procurador)
- Copy of the contract of adhesion to the fiscal electronic domiciliation eCac (Termo de Adesão ao Domicilio Fiscal Eletrônico no eCac)
Regarding Limited RADAR and Unlimited RADAR, Novatrade would need the following corporate documents:
- Social Contract and recent modification
- RG et CPF of the lawful representative or of the person representing him/her (Procurador)
- Copy of the contract of adhesion to the fiscal electronic domiciliation eCac (Termo de Adesão ao Domicilio Fiscal Eletrônico no eCac)
- Simplified Certificate from the Commercial Chamber
- Fiscal Federal Debit and Credit Declaration (DCTF)
Some office of the Receita Federal can ask for complementary document such as:
- Operational charter of the company
- Latest year Housing tax
- Company renting contract
- Bills with the name and address of the company Copy (electricity, phone…)

Other important information
- The company needs to adhere to the Domicílio Tributário Eletrônico (DTE) that enable your company’s Post Office Box to be considered like your fiscal domiciliation address by the Fiscal Federal Administration.
- The lawful representative need to appear on the social contract of the company.
- The access to the SISCOMEX portal is granted by the E-CPF of the lawful representative, which means it needs to be valid.
Other possible demandes
- Modification of the lawful representative needs to be done before the SISCOMEX Office.
- Revision of the estimation of the request in accordance with unlimited modalities.
- Reactivation of suspended habilitation.
